Beginning May 1, 2026, Uzbekistan will launch a pilot project to establish AI-powered “smart” migration centers operating on a self-service basis within offices of the internal affairs bodies. At the first stage, such facilities will be opened in one district each of the Tashkent, Samarkand, and Fergana regions. The measure is stipulated in a presidential decree signed by Shavkat Mirziyoyev on January 19 and published on the UzA website.
According to the document, one year after the launch of the pilot, the Ministry of Internal Affairs is required to analyze the results and submit proposals to the government on expanding the network of “smart” migration centers to other regions, as well as to shopping and entertainment complexes and tourist areas across the country.
The decree emphasizes that a key priority of state policy in the fields of migration and personalization is the gradual transformation of relevant units of the internal affairs bodies into “service-oriented divisions” that provide accessible and high-quality services to the public, based on the principles of efficiency and transparency.
To this end, a Department of Migration and Personalization will be established within the Ministry of Internal Affairs. This body will be responsible for forming and continuously updating centralized databases on individuals.
The following information will be recorded:
✅ the address of permanent or temporary registration of citizens of Uzbekistan, as well as foreign nationals and stateless persons;
✅ the series, number, place, and date of issuance of identification ID cards;
✅ detailed information on citizens of the republic, foreign nationals, and stateless persons permanently residing in Uzbekistan;
✅ data on foreign nationals and stateless persons invited to the country, as well as information on the extension of their visas.
Starting May 1 of this year, the department and its territorial branches will be authorized to extend, for up to 30 days, the validity of electronic visas of foreign nationals who entered Uzbekistan on the basis of documents оформed online.
The department will also be responsible for issuing work permits to foreign nationals in Uzbekistan and registering their place of stay, including for students arriving in the country to study at higher education institutions.
From February 1, 2026, the department will oversee the procedure for the free issuance to individuals of electronic digital signature certificates embedded in the chip of identification ID cards at the time of their initial issuance, as well as the automatic registration of citizens in the Unified Information System “Electronic Government.”
By August 1, the Ministry of Internal Affairs has been tasked with developing, using artificial intelligence technologies, a mobile application called Passport-Visa, designed to provide a comprehensive range of public services in the field of migration and personalization. In addition, the ministry is to launch the E-Rozilik platform, which will allow for remote identity verification and consent to data processing through a Face-ID module integrated into the Passport-Visa system. A “Unified Digital Migration” portal will also be created to consolidate citizens’ personal data.
It is also noted that starting September 1, 2026, citizens living abroad will be able to be invited remotely to apply for biometric travel documents for stateless persons or to cancel registration at their place of stay via the Unified Portal of Interactive Public Services.
