Khilola Umarova has been relieved of her duties as Uzbekistan’s Minister of Preschool and School Education following her appointment as Deputy Head of the Presidential Administration for Education Reform. The change was announced by presidential press secretary Sherzod Asadov, citing a decree signed by President Shavkat Mirziyoyev.
The same decree introduces a series of new appointments within the Presidential Administration:
👉 Tamila Alieva becomes Deputy Head of the Administration for Healthcare Reform;
👉 Nodira Khakimova is appointed Deputy Head for Judicial Reform;
👉 Dilnoza Ziyamukhamedova has been named Chief of Staff to the Head of the Presidential Administration, and has accordingly left her previous role as Chief of Staff to the President’s Assistant;
👉 Sherzod Ozodzoda is now Deputy Head for Entrepreneurial Projects, stepping down from his position as Head of Key Economic Initiatives within the Administration;
👉 Timur Butunbaev becomes Deputy Head for Water Management Reform, and has been dismissed from his former role as First Deputy Minister of Water Resources.
Several additional reshuffles have taken place within the President’s office:
✅ Abdulaziz Kamilov has been appointed Advisor to the President on Foreign Policy, replacing his previous position as Special Representative for Foreign Policy;
✅ Gofurjon Mirzayev is now Advisor on Human Resources, having stepped down as Director of the Civil Service Development Agency under the President;
✅ Ravshan Gulyamov assumes the role of Advisor on Economic Policy, previously serving as Advisor for Economic Development;
✅ Sardor Umurzakov has been appointed Advisor on Strategic Development, vacating his position as Presidential Advisor for Special Assignments;
✅ Mansurbek Olloyorov becomes Advisor on Social Protection and continues as Director of the National Agency for Social Protection, relinquishing his former title as Presidential Advisor–Agency Director;
✅ Ruslanbek Davletov is now Advisor on Representative Bodies, NGOs, Religion, and Youth, and has been released from his prior role as Advisor on Socio-Political, Religious, and Youth Issues.
