The Uzbek-French University, to be created in Uzbekistan, will operate under the management of four universities from France, according to a presidential resolution signed by Shavkat Mirziyoyev and published on Lex.uz.
The new institution is being established by Uzbekistan’s Ministry of Higher Education, Science and Innovation and France’s Ministry of Higher Education, Research and Space.
Management of the university has been entrusted to a consortium that includes:
✅ University of Poitiers
✅ University of Rennes
✅ University of Le Havre–Normandy
✅ Lumière University Lyon 2
According to the resolution, the consortium will oversee the academic process, develop curricula, programs, and teaching materials. The French universities will also be responsible for selecting faculty and admitting students.
At the initial stage, the Uzbek-French University will train students at the master’s level, later expanding to bachelor's and doctoral programs. Preparatory courses for prospective applicants will also be offered.
The educational process will be conducted through targeted government grants and tuition contracts. Graduates will receive both a diploma from the joint university and a degree from one of the French consortium institutions.
Admissions procedures, enrollment quotas, tuition fees, and student assessment will be determined by a board of trustees formed on a parity basis by the Uzbek and French sides.
The resolution defines the university’s funding sources: state budget funds to train up to 30 percent of students on grants; tuition contract payments; extrabudgetary resources of the managing universities; and donations and other contributions permitted by law.
The rector will be appointed on the recommendation of Uzbekistan’s Ministry of Higher Education, while the vice-rector responsible for academic management and quality assurance will be selected by the European partners.
