President of Kyrgyzstan Replaces State Secretary, Security Council Secretary, and Minister of Health

President of Kyrgyzstan Sadyr Japarov made a series of personnel changes on December 1, the presidential press service reported.

Marat Imankulov, who had served as State Secretary of Kyrgyzstan, was relieved of his duties and appointed presidential adviser. The position of State Secretary was taken by Arslan Koichiev, formerly an adviser to the head of state.

Baktybek Bekbolotov was dismissed from his role as Secretary of the Security Council. The post has been filled by Rustam Mamasadykov, the former first deputy chairman of the State Committee for National Security (GKNB).

The vacant position at the agency was taken by Kurvanbek Avazov, who previously headed the GKNB’s Anti-Terrorism Center. Daniyel Rysaliev, who led the GKNB department for the city of Osh and the Osh Region, was appointed deputy chairman of the GKNB and director of the Coordination Center for Cybersecurity.

Another representative of the security service, Kanibek Dosmambetov, will now serve as acting Minister of Health. Erkin Checheybayev, who had held the post for less than a year, was dismissed.

Azamat Apsatarov moved from his position as presidential aide to head of the Department for Oversight of Implementation of Presidential and Government Decisions within the Presidential Administration. His predecessor, Azamat Osmonov, became the president’s plenipotentiary representative in Chuy Region, replacing Kanat Dzhumagaziev, who was dismissed without clarification on his next appointment.

Japarov also decided to replace his plenipotentiary representative in Osh Region: Elchibek Zhantaev was appointed to lead the State Agency for Civil Service and Local Self-Government. As of the time of publication, no information had been released on the new appointee for the Osh Region.
